The 2 Variables (explained):

HOUSE:

The Ideal location is Egypt's East Sinai. In the Sinai Peninsula, is the land where God and Israel walked according to the Old Testament. The satellite paints a nice picture of the style of houses there. Purchase, depends on Egyptian Law, Immigration laws, house ownership laws, and the synchronized adherence of their laws. Also the terror threat of the region.

RECIPIENT:

This is the hardest variable to crack (since judging a person morally worthy of a potentially eternal gift.) Recepient is Palestinian, by reason of Birth and(&&) Ancestry. (in order to support "palestinian Diaspora").
A "first Generation" Palestinian, who was born overseas, is ineligible. They should have had the best opportunity and chance to find God's will, purpose, work and a home in their adopted homeland.
The recipient must be Christian, professing christian (so that we atleast know the indwelling of holy Spirit). Christianity, is accordance (submission) to the Jewish religion, including the fulfilling of Jesus' Prince of Peace ways. Thus this person will be like Jesus, a bridge between cultures, independent, and committed to the peace.

The idea of giving them a house with a garden, is two fold, allowing them to live independantly of monetary system by growoing their own food, and simultaneously fulfilling the parables of Jesus Christ.
